Monday night’s 7 o’clock sighting was the second time mysterious blue lights were spotted maneuvering around the sky in southeast Tracy. The first was Nov. 9, also a Monday evening.
Tracy resident Jay Moini, 20, declares he has no fondness for conspiracy theories, nor a belief in UFOs.
Yet his mother pounded on his bedroom door Monday night, urging him to take a look up in the air, where a deep blue light about a mile away moved around in ways no airplane or helicopter could, he said.
Traffic on MacArthur Drive was stopped in its tracks in the middle of the road as the lights caught the attention of motorists.
The fact that a military helicopter and two others were seen flying around the area Tuesday morning seemed to fuel speculation that the lights were part of a secret government experiment — or, perhaps, that space aliens were in our midst.
“It’s an unexplained phenomenon,” Moini said Tuesday.
But then he talked to a friend, whom he declined to name because the friend wants to remain uninvolved in case the police launch an investigation into the blue lights that have gotten so much publicity.
Moini said his friend followed the lights to a field near MacArthur Drive and Schulte Road, where he saw a man carry away a remote-controlled plane.
Tracy police also have speculated that the lights belonged to a radio-operated plane, some of which come equipped with LED lights for night flying.

Conspiracy Theory Debunked:
While on routine night patrol; a local dairy farmer came across part of a herd of Holstein cows which had strayed off into a little known valley out in S.W. Tracy all belching uniformly "White Christmas."
Rather coincidently an alleged phosgene gas leak from approx. area 'Site Three Hundred' had managed to accumulte within the above same valley during the crossing-pattern flight path of a flock of Candian Geese.
*Noted
No injuries to animals, et-al, occured during this rare phenomenon.
Permits still pending...
"Experimental aircraft fly under the same set of regulations as do commercial aircraft and must have a licensed pilot in control. Even ultralites pilots must have training and are forbidden to fly these things at night unless they have a full private pilots license with a night rating and proper IFR instrumentation and lighting and the conditions are such that they are even able to fly.
No aircraft is permitted to fly in controlled airspace without permission and constant supervision, including the military never mind testing aircraft in commercial airspace. that would be insane. It would be like giving one sector of the driving population the right to ignore traffic signals or any other rules governing safety on the highways and bi-ways."
This statement means what?? Do we have folks still using their cell phones while driving? Better yet, do people drive without a license or with a suspended one?
Why can't someone (against the law or FAA regulations) fly at night or any other time without a license? Trust me, they do. Especially at night when you can't see a tail number. Look at the guy in Concord who stalked his ex-girlfriend from the cover of darkness and from the air (http://www.wcbs880.com/Police-Say-He-Was-a-High-Flying-Stalker/5293222).
And whats this controlled airspace stuff you speak of?? Tracy sits in class Echo airspace, and it's not controlled below 3000 mean sea level.
If you going to talk the talk, you better be ready to walk the walk.
Second, what "controlled" airspace? It only says there was a radio controlled aircraft? And you say it was poorly written?
First if no one knows what was flying over Tracy that evening then it is automatically classed as a UFO or UFOs-if more than one; that's what the initials stand for.

Try to use some sense when you make these statements in the comments section. You may take comfort in the fact that many hardened and so-called experienced UFO researchers are pretty dumb when it comes to this area of the phenomenon and often try to explain it away with ignorant pronouncements of a sector they know little about.
A simple call to a control tower in the area might have eliminated conventional aircraft had the reporter taken the time.
Finally, never take the word of any press or media reporter about what might have caused the event; the media is the least experienced in this area. Since they are as clueless as the public in these matters they should not make inane statements without doing at least a modicum of investigation.
This piece was poorly written and lacked any facts about the event.
I have an open mind and I hope you open yours too. Oh, and I do not drive a truck or a tractor:)
These folks saw something that evening, it may be been a man made aircraft, a air force project. Then it coukld of been a real UFO.
However sadly, these vistors from another planet, where to land in Tracy, they would find little to none of intelligent life in Tracy.
They would find a small town with smaller minds, that have no souls, or hearts, driving pick-up trucks and tractors. With a word spand that included and limted to (Beer, football, beef jerky).
So these vistors would move on seeking more intelligent life.
I wish them well in their search for human intelligent life. Because here in Tracy, we anit got none, of them dar things called brains or was it trains.
If you can't answer either question then who cares?
People just want to call it a UFO. All that means is they haven't "identified" it. Maybe it was Elvis speaking to us?
"I'm all shook up! Ahaahuuh-huh-yeah!"
The point is the TPD don't need to waste their time.
I will look at it after preppin the turkey for tomorrow.
But I would like to respond to a comment about these "toys".
RC planes are not all toys. Some of them cost more than most people are prepered to spend. Lighting and cameras and lots of bells and whistles beyond the toy category.
You can even custom build your own out of balsa and Mylar.
They can be bought/built to any size/scale with additional lighting.
I wouldn't be surprised if it was experimental RC aircraft.
Maybe our country is a mess due to the population of people with "tunnel vision".
Really, a UFO??
People are so gullible. No wonder why our country is such a mess.
