Last week’s Remember When mystery photo, above, showed Mayor Dorothy Zanussi, second from left, presenting a City Council proclamation to representatives of veterans groups to call attention to the sale of poppies before Memorial Day 1983.

Others in the photo are Ruth Briggs of the American Legion Auxiliary (left), Marie Colombo of the Veterans of Foreign Wars Auxiliary and Red Cathey of the VFW. The poppies fund services to hospitalized veterans and their families.

Today’s mystery photo, at left, shows a Tracy High graduate speaking before the Tracy Rotary Club in November 1989. Who was he and what position did he hold at that time?
