Last week’s Remember When mystery photo, top, showed a young Wayne Thallander in 1994. He is a longtime English and journalism instructor at Tracy High School, whose journalism students have won a number of national awards.

Identifying him were former students Kelly Jones, Ali Carrigan, Maria Lyne and Valerie Griego, along with Wayne Schneider, Jeffie Thompson and Jeff Alexandre.

This week’s mystery photo, bottom, shows a Tracy City Council proclamation being presented by a city official to three people in May 1983. What was the reason for the proclamation, and who are those in the photo and why?
