That is Clyde Bland and he was being sworn in for Tracy City Council. He also happens to be the nicest man anyone in Tracy was lucky enough to know, as well as my beloved and greatly missed grandpa.

You beat me to it. Your grandfather also went on to become one of the city's more well-liked mayors in 1990.
