Unbelievable, sounds to me like someone needs to get knocked on their backside. To all dog owners who allow their best friend to defacate on someones lawn without picking it up, you are pigs and among the group I call the stupid, rude, and oblivious.
Sadly, I'm sure someone will come along and defend the offender and or the offense.
"Police learned that the caller’s dog had defecated in the neighbor’s yard, and the neighbor allegedly threw the feces back into the caller’s yard."
The police should be fining the dog owner for letting his dog crap in other peoples yards. Throwing the crap back in the offenders yard was a reasonable response on the part of the neighbor.
"The caller then set up a security camera in his front yard,..."
So you are a jackass who lets his dog crap in other peoples yards and instead of going over and apologizing you are setting up a camera?
"..and now the neighbor reportedly flips off the camera every day."
No crime there and about what I would do too.
"Police advised the caller about how to get a restraining order."
Again, police should have fined the retard for not controlling his mutt.
