At the scene, Tracy Police Department Lt. Michael Vieira did not say why police had shut down the residential street, where at least nine police cruisers were gathered as of 2:30 p.m.
At least one officer was seen pointing a rifle at a house on the northeast corner of Hickory Avenue and Birch Drive, which is between Cypress Drive to the south and Locust Drive to the north.
A K-9 unit and a robot were also present at the scene, which is a block away from Villalovoz Elementary School on Cypress Drive.
Children were seen being let out of school, and buses appeared to pick up passengers as normal, but pedestrians were not allowed to turn north from Cypress Drive onto Hickory Avenue.
