He was not showing NORMAL behavior and may have been in need of help. Hello, a diabetic in need of help, also shows these type of symptoms.
Ignorant people like you make police officers jobs almost impossible.
Often I find myself in opposition ta yer viewpoints. Not this time.

You do not have to break the law to be stopped by the police. The can make a investigative stop, with REASONABLE SUSPITION that a crime occurred or was going to occur. And walking around high on PCP is still a crime as far as I know. They can also stop you useing the community caretaker doctrine. The Supreme Court de- termined that a peace officer has a duty to investigate situations in which a citizen may be in peril or need some type of assistance from an officer. and a nut job in his undies in the middle of the night fits that situation.
So yes, I know my rights, and apparently I know your rights much better than you do.
