The man who is named to the position during the 5 p.m. meeting at City Hall will serve the remainder of Elliott’s term, which expires in 2014.
Elliott was elected to the San Joaquin County Board of Supervisors in the Nov. 6 election. He resigned from the City Council on Dec. 18 and was sworn into his new position Monday, Jan. 7.
During the most recent City Council meeting Dec. 18, the four sitting council members decided they would limit the applicant pool to the three people who unsuccessfully ran for two City Council seats in November — Morelos, Manne and Roger Birdsall.
The trio lost to first-term Councilwoman Nancy Young and Mayor Pro Tem Michael Maciel, who won his second four-year term on the council.
Both Morelos, who finished third in the election, and Manne, who finished fourth, have told the Press that they will seek the appointment.
Birdsall, however, stated at a Nov. 20 City Council meeting that the person who finished third behind Young and Maciel should be named to the seat.
On Wednesday, Jan. 9, Birdsall said that even though he was eligible under the council’s rules, he would withdraw from consideration for Elliott’s seat and would again encourage the council to appoint the third-place finisher in the election.
The council’s decision to limit the applicant pool was a compromise after an earlier deadlock.
Originally, Maciel and Mayor Brent Ives wanted to open the vacant seat to all eligible Tracy residents, while Young and Councilman Robert Rickman favored either appointing the third-place finisher or at least limiting the pool to those who campaigned for a council seat in 2012.
The council unanimously rejected an idea to conduct a special election to fill the vacancy.
On Tuesday, the council is expected to approve questions drafted by Rickman and Maciel, who volunteered for the subcommittee tasked with creating a list of queries.
Candidates will be expected to answer the questions in open session, and council members will make a nomination and vote.

Both are elected positions, normally, an both have an impact on th entire community of Tracy. Why th problems with one appointment an no problems with th other?
No need ta apologize ta me that should go ta th rest of th Citizens of Tracy an mostly as an example ta what they themselves have done in that respect.
I just can't seem ta grasp their logic. I don't hate them or anyone else fer it, just don't understand it.
Yer right, they don't approve developer agreements even though they are consulted on them as they have ta provide schools an education ta go along with those developments.
And when th agreement passes they, TUSD, are th elected body that come up with th fees yer gonna pay out through yer property taxes an Mello Roose fees that are extracted an given ta them ta spend on everythang th school districts spend thair money on.
So in that vein it seems they are just as important an influencial ta yer tax dollar as th City Council is.
They also, by th way, are th people that deal directly with th security an related costs pertainin ta th kids at school an when they are travelin ta an frum school.
Sure they may be consulted on certain issues, but they have no power to make decitions on what affects most peoples daily life's. except when it comes to education.
The councils decitions have a major impact on everyone's quality of life, and that's really all our society is about now. How can my life be easier.
Well Ornley, the school board has no say whatsoever about bringing business to tracy, water, sewer, garbage bills, housing density, roadways, the police, fire dept operations. The entire operation of the city.

Well, if you do your homework pinkwillow you will find that police spend all day at schools. And schools are more involved in road safety than you think because they bus children deploy crossing guards etc etc etc.
I could go on. I just wanted to say it is very silly to argue the unimportance of TUSD or other schools. I just don't like when people minimize education like that.
