Last week’s Remember When “mystery photo,” bottomleft, shows Sen. Alan Cranston, D-California, being greeted at the Tracy Community Center in December 1989 by Mayor Lester Scott, left, and City Manager Mike Locke.

The meeting, hosted by the city of Tracy, explored the need for more federal funding for transportation projects in the northern San Joaquin Valley. Cranston wasn’t optimistic that the budget of President George Herbert Walker Bush would include increased funding to meet those growing needs.
