Daniel Moses Batchelder was charged with gang-related street terrorism and attempted willful murder following his arrest a couple hours after the shooting around 2:40 p.m. He remained in custody in San Joaquin County Jail with no bail on Monday.
A Tracy police detective was driving through the intersection when he discovered the victim.
The victim was found sitting in the drivers’ seat of his Dodge Neon in the middle of the northbound lanes of the intersection. A medical helicopter flew him to a local hospital. His condition was unknown on Monday, Feb. 27.
Batchelder was arrested a couple of hours later, however police weren’t releasing any further details about the arrest on Monday, Feb. 27.
He is scheduled for arraignment in Manteca Superior Court on Tuesday, Feb. 28 at 1:25 p.m.

I am going to go out on a limb here....it wouldn't surprise me at all if it turns out that the 'passenger' ended up being the shooter. Just a shot in the dark, but with such a fast apprehension that would make sense to me.
