Stockton homicide suspect arrested in Tracy

An 18-year-old man wanted in connection with a fatal shooting in Stockton on July 24 was arrested at Motel 6 on Tracy Boulevard on Thursday, July 26.

Local police, Stockton homicide detectives and members of the U.S. Marshal’s Task Force participated in the arrest.

According to Stockton police spokesman, officer Joseph Silva, Elazer James Black did not resist when officers arrested him at Motel 6, 3810 N. Tracy Blvd., around 8 p.m.

Black was wanted for the killing of Manuel Roybal, 18, who was fatally shot while sitting in his car on the 5800 block of Kermit Lane in Stockton at 12:38 p.m. on July 24, according to Silva.

Silva said the shooter walked up to Roybal’s car and shot him. Roybal was pronounced dead a short time later at a local hospital, Silva said.

During their investigation, Stockton homicide detectives became convinced that Black was involved in the shooting and issued an arrest warrant, Silva said. He declined to explain how detectives tracked him to the Tracy motel, or what Black was doing in Tracy.

Black is being held in San Joaquin County Jail in French Camp on a no bail status. He is scheduled for arraignment in Superior Court in Stockton at 1:30 p.m. on Tuesday, July 31, on the charge of murder.
