Left to right: Councilmen Manuel Rico and L.S. “Dick” Shipley, Mayor Henry Buthmann, Councilwoman Marie Minges and Councilman Bob Monagan. Minges was the first woman to be elected to the City Council. Monagan, who became mayor in 1960, was elected to the state Assembly later that year.
This week’s Remember When “mystery photo,” below left, shows two boys in a Tracy elementary school classroom on the opening day of school in 1987. Who were the students, what school were they attending and who was their teacher?
