Tracy police received 214 calls for service Thursday, March 8. The following is a sample of those calls.
12:53 a.m.: Two people were reportedly throwing water bottles at passing cars, but police were unable to find them.
5:44 a.m.: A doorbell ditcher struck again on the 2200 block of Lotus Way.
7:27 a.m.: Graffiti was found at Galli Family Park, 2341 W. Lowell Ave.
10:12 a.m.: A woman walking a poodle was seen marking sidewalks with an “X” whenever she found an open garage door on the 2100 block of Martin Road.
12:53 p.m.: A man walking around the outside of Hirsch Elementary School, 1280 Dove Drive, aroused suspicion after he was seen walking around the school five times. The caller said he is a white man in his 40s, 6-foot tall, 240 pounds. Police were unable to find him.
1:11 p.m.: A caller said someone on the 800 block of West Sixth Street entered through her bedroom window when she wasn’t home and stole her jewelry box and $5,000 in cash. Police are investigating.
1:24 p.m.: A man requested to speak to an officer regarding a 10-year-old sexually harassing his daughter at Poet Christian Elementary School, 1701 S. Central Ave. He told police the school refused to meet with him regarding the problem. School officials told police they are still investigating the incident, and the father was advised it was not a crime due to the age of the children.
1:26 p.m.: Online vandalism reports were made for incidents at Tracy Sports Complex, 955 Crossroads Drive; Nations, 3574 N. Tracy Blvd.; Clyde Bland Park, 1753 Blandford Lane; and El Pescadero Park, 250 W. Kavanagh Ave.
3:07 p.m.: A group of teens was seen watching two men fight while one videotaped near Corral Hollow Road and Fieldview Drive. One man was reportedly bloody as the fight broke up. Police were unable to find the people involved.
3:36 p.m.: A woman complained about a boy hitting golf balls from Alden Park, 500 Sequoia Blvd., into her front yard. Police talked to the boy and advised him not to play golf in the park.
4:36 p.m.: Police arrested a 44-year-old man and two women, ages 28 and 42, for outstanding warrants on the 400 block of Helen Avenue. The group was wanted for outstanding warrants. They were booked into San Joaquin County Jail in French Camp.
5:26 p.m.: Police arrested a 30-year-old man for a disturbance on the 200 block of Yosemite Drive. The arrest occurred after a woman reported a man she has a restraining order against was at her house. He was taken to county jail.
6:30 p.m.: A woman was seen marking sidewalks with an “X” on the 1600 block of Lynch Drive. A caller said she pretended to tie her shoe and put the mark on the sidewalk in front of a few area houses.
6:42 p.m.: A 17-year-old girl was arrested in central Tracy for suspicion of domestic violence.
7:39 p.m.: Residents near Tracy Boulevard and Valpico Road reported hearing loud booms, but police were unable to find a cause for the noise.

prosecuted understand harassment
We're a re-active society not a pro-active one and until that changes, little Johnny's going to have to get caught with his hand in the "cookie" jar before he's prosecuted.

This one kind of has me going both ways. In a way I can understand that maybe the child really doesn't understand what sexual harrassment is because of their age, but then again where is he/she learning it? When do they draw the line on when it is and isn't a crime with kids?
Kids don't always learn stuff from someone else. Sometimes they discover it on their own. And there is no specific age for deciding what is and is not a crime for a juvenile. It's depending upon the gravity of the act and the mental maturity of the individual involved. And contrary to popular belief, sexual harassment is NOT a crime. Sexual battery and sexual assault are. Your boss can't be prosecuted for telling you to sleep with him to get your promotion. But he can be sued.
