The Rev. Tom Bardwell has stepped down from his position as administrator of a transitional home for the homeless on Emerson Avenue, effective immediately.

Bardwell, a Tracy resident, was introduced to the Tracy Press on June 20 by Marvin Rothschild — now the former director of the Coalition of Tracy Citizens to Assist the Homeless — as overseer of the residence at 26 W. Emerson Ave.

The coalition is leasing the house on a month-to-month basis and is prepared to accept six men and four women for about a year each while they find jobs, sustainable income and housing of their own.

In a four-sentence statement delivered to the Press on Tuesday, July 10, Bardwell stated that “Due to conflicts of interest between ‘old director’ and ‘new director,’ I am not able to perform my job that I was elected and qualified for.”

“I do not wish to be part of a program that (is) full of confusion and conflict, with no direction,” his statement continues. “I wish the coalition success in helping the homeless of Tracy.”

He closed his statement with, “Thank you for the opportunity to serve with you.”

Bardwell declined to comment any further when he hand-delivered his statement to the newspaper.

From the beginning, Bardwell’s service was marked by hostility from Emerson Avenue neighbors. Several accused Bardwell of lying to the Press during an interview for a June 22 story.

Bardwell was quoted in that story saying the coalition chose the home after “receiving the blessing from neighbors.” He and Rothschild reportedly knocked on neighbors’ doors seeking input.

About 20 people living on and around the first block of West Emerson Avenue gathered at the home June 27, responding to an invitation by the coalition to voice their opposition to the project.

When confronted by neighbors, Bardwell said he was misquoted in the story and that he and Rothschild spoke to at least two people.

Bardwell has never made a claim to the Tracy Press about being misquoted.

Rothschild, who officially resigned as coalition director July 5, said the coalition was treating the pastor’s resignation as an “internal issue” and “will not discuss the matter publicly.” Rothschild remains a coalition board member.

“It’s just not in our best interest to discuss this at any time,” Rothschild said.

Tracy City Councilman Steve Abercrombie said Thursday, July 12, that the house’s full time live-in manager would remain with the home. The coalition has approved the background checks of five people who have moved into the home since it opened July 1, he said.

The councilman relayed information to the Press about the coalition after acting Director Lisa Encarnacion declined to comment for this report.

“The house is moving forward,” Abercrombie said. “I admit that the way they went about doing this made it very difficult for neighbors to accept, but we can’t turn back the hands of time. But they are there to stay, and they want to work with the neighborhood.”

Abercrombie said neighbors have formed a Neighborhood Watch group and scheduled the first meeting for Thursday, July 12.

He said ways to report “legitimate concerns” about the transitional home to Tracy police should be one of the topics discussed.

Guillermo Rodriguez, who lives two houses down from 26 W. Emerson, said Thursday that Bardwell’s sudden resignation raised concerns about the coalition’s organization and ability to run the transitional home.

“They all made mistakes, and right now they need to get organized and show they can run this house,” he said. “Right now, it’s scary, because it’s like they have no control. That’s scary, because how can they keep track of these people if they can’t even keep the reverend?”

Rodriguez said other residents on the block told him they “feel like no one is helping us.”

“The coalition is doing one thing and saying another,” he said. “I want this gone from my street, especially since there is no organization and no direction.”

Well missbehaven,

I have spent over 31 years in public service. My entire adult life. What I have learned is that 75% of your poor needy homeless are in their situation because of their own actions, drugs, alcohol, laziness... I have found that most "good people" can rely on their families when times are bad, the scum that turn their family against them now want someone else to support them.

And yes I have secured housing for "needy" people to get out of the elements, but after a thorough evaluation of their situation, someone that abuses the system and doesn't try to get out of their hole doesn't deserve help. It was my job to stop and talk to them, and sometimes I took money out of my pocket to feed them.

When I see someone working two minimum wage full time jobs and raising kids, I will help them.

I'm not going to support a bunch of untrained, unorganized bleeding hearts to start a shelter just because. People need to be trained to weed out the scum that plays the system. Yes i am better than most of them because I have seen first hand how they drain the resources of our government so that the very few that actually need help can't get it. It was my job to protect the

What exactly have you done to help people in need Pinkwillow??? and saying your prayers doesn't count!!!! Have you taken half of your paycheck and fed the homeless? Have you seen a female sleeping in a parking lot and brought her home?? Have you even just stopped to talk to some of them?? I am pretty sure you haven't so don't pretend to be better than everyone else ok! You people need to get over yourselves and realize there are more people out there deserving of help than just the ones you and your little clique deem worthy!

Please stop with your compassionate BS. If you want to accuse someone of lacking compassion then turn the opposite direction and direct it to the coalition. These people (coalition) who try to make themselves look as if they are so worried for others have proven otherwise. When the elderly in the community brought their concerns to the coalition they were told to “shut up” as well as suggested to their children to throw them in an old folks home. How is that showing compassion? It is not. Instead of trying to ease their concerns they want to throw them away like garbage! And this is a place that is supposed to help others? Don’t make me laugh.

I don't agree with sending people to an old folks home; however, you say they are being treated like garbage, isn't that how almost your whole neighborhood treated the coalition members and members of the community at the meeting??? Aren't you also insinuating that the homeless should be disposed of like garbage??? I will say what I want and defend whom I choose and I don't need permission from you!!!

The neighborhood mistreated the coalition? Ha ha ha thanks for that laugh. You must be blind and deaf to not have heard and seen how rude and disrespectful the coalition was. Let’s not forget how they yelled at an 86 year old women to shut her up. Half of the coalition did not even stay for the meeting which shows how little they care. If you want to show compassion why not give it to people who deserve it. Our veterans who fought for our country, the elderly who have worked their whole life and are no longer able, children that are in a bad situation for no fault of their own or families who are having a rough patch. That’s right these are all people who do not qualify to be helped by this so called “compassionate group”. Please get off of your high horse already its getting old.

Someone does not agree with your point of view so you result to threats. What exactly is karma going to get me for? Because I think children, veterans, the elderly and families should be helped before those your coalition was quoted calling “troubled” I am somehow a bad person? Your point of view is laughable. How exactly are you going to be there to rub it in my face when as you claim karma comes to get me? You won’t, I believe in taking care of yourself and dealing with the troubles life throws in your direction. So no I will not be knocking on your door asking for help. I will deal with life like I have my entire life and get passed whatever troubles you hope comes my way. The fact that you wish negativity in my life and the life of my loved ones proves that you are not the compassionate person you want everyone to believe you are.

Bless you Pastor Tom for at least trying. Hopefully the bureaucrats still involved with this can come to some sort of resolution and find a way to make it work...

Just because someone is homeless, does not mean they are scum. There are many people out there who have been laid off from their jobs who just need a helping hand. Have some compassion people!...

Bless you HiddenLake37, for standing up for the homeless! I found it funny that at the meeting for this home, one of the neighbors proudly exclaimed that her and her husband had lived in their car at one time, yet she couldn't seem to find compassion in her own heart for others in that predicament...I too was homeless at one time, and I helped myself out of it but that doesn't mean that I don't have a heart to help those that need my help!!

The Pastor failed right from the beginning and was called on it!!! FYI, your user name is interesting, the Pastor lives in Hidden Lake. A neighbor at Emerson told him, "why not take the homeless to your neighborhood". He replied, "well I live in Hidden Lake".

I also found it funny how, Marvin told an elderly neighbor to "shut up" or how the Coalition said, "we don't need your blessings". I also find it funny how the Coalition didn't even want Pastor Bardwell speak let alone answer questions in which he was going to oversee operations of this home.I also find it funny how Marvin and Lisa are taking turns working the Graveyard shift at this home. I thought that House manager Preston Walker had it all under control...or did he quit like the Pastor?

I think it’s funny how the people who claimed that this home was run by “qualified people” now have nothing to say. Seems to me that the neighborhoods concerns that this home would not be properly run are in fact truth. The one person who actually had experience (pastor) in running this home stated that this program was full of conflict and has no direction. How are neighbors supposed to believe that these people will be able to keep the occupants of this home in line if they are already having conflicts between themselves. This place is nothing but a joke!
