Police Chief Gary Hampton and Mayor Brent Ives swore in the new additions during the City Council meeting Tuesday, Aug. 20.
Family members joined the officers and helped pin their badges.
“All five of these officers may be new to the city of Tracy, but they are certainly far from being new to law enforcement,” Hampton said. “We are very blessed in the city of Tracy to attract some of the most experienced and successful officers.”
Hampton noted that the new hires — all joining as officers — are filling vacancies created by officers retiring after 20 or more years with the department.
Dwayne Pavelski attended Fresno Police Academy before joining as a deputy with the Merced County Sheriff’s Office in 2006. He was honorably discharged from the U.S. Marine Corps, and lives in Tracy with his wife.
Camillo Swiger comes from the San Mateo Police Department, where he had served as an officer since 2005. Swiger completed his police training at the South Bay Regional Training Academy in San Jose. He is married and has a daughter and a son.
Troy Silcox graduated from West High School in 2007 and has served as a deputy with the Stanislaus County Sheriff’s Department since 2004. The Tracy resident earned his bachelor’s degree in kinesiology-sports management from Dallas Baptist University in 2002. He was joined at the council meeting by his wife, 6-year-old son and 3-year-old twins.
Patrick “Nick” Heaney joins the department from the Merced County Sheriff’s Department, where he had worked as a deputy since 2007. Heaney served as a member of the Merced Multi-Agency Narcotics Task Force and spent four years with SWAT. He was joined by his wife and 1-year-old daughter.
Jarrod Jesser graduated from the San Jose Police Academy and served 18 years with that city’s department. Jesser received an associate degree in criminal justice from West Valley College and was accompanied Tuesday by his wife and 7-year-old son.
