San Joaquin Delta College seeks hawk-eyed citizens to sit on a committee overseeing bond money spending. San Joaquin Delta College is looking for applicants to fill seven spots on an oversight committee for the Measure L bond, a $250 million measure approved in 2004 to pay for new construction and satellite campuses throughout San Joaquin County. Each member must represent a different demographic. The school is looking for a senior citizen, a student, someone from a taxpayers’ organization, a business, a nonprofit and two members from the general public. Committee members are tasked with overseeing bond expenses — a serious charge considering the school’s been reprimanded for mismanagement of taxpayer money. Applicants must live within the community college’s district, be at least 18 years old and must not be an employee, vendor, contractor or consultant for the district. Members are expected to inform the public about how bond money is spent; review expense reports to make sure they’re legal; and help put together an annual report about whether the district complied with California law that year. To do what’s required of them, members have to inspect college grounds and new construction to make sure the school gets what it is paying for. They also have to review annual performance and financial audits and other district plans, as well as think of ways to maximize the benefit students get from the voter-approved debt. Applicants are invited to attend a workshop at 6 p.m. Sept. 3 in the Delta College board room, 5151 Pacific Ave., in Stockton.
