The city of Tracy still wants to host Delta College’s south county campus, but the school’s president says that’s just not possible.

San Joaquin Delta College has rejected an offer from City Manager Leon Churchill to reconsider setting up a satellite campus in eastern Tracy instead of in Mountain House.

In a letter sent mid-July, Churchill asked Delta president Raul Rodriguez to sign on as part of a multi-college complex proposed for city land near 11th Street and Chrisman Road.

"I’m disappointed," Churchill said Friday of the college’s refusal. "I think the college has a unique opportunity to correct what we think is a wrong decision, and I would hope that they have better quantitative skills, because we think we offered a superior option."

It wasn’t the first time the city has asked to partner with the Stockton-based community college. Three years ago, the city offered to give the college 108 acres and promised to cover the costs for fees and roads.

City officials and some council members said they weren’t surprised the college rebuffed the offer.

"It’s more political than anything," said Amie Parker of the city’s development and engineering department. "They’ve never been really open to the idea."

Tracy has yet to secure anything more than spoken interest from a few colleges for the planned east Tracy campuses, Churchill wrote in the letter, so plans are still open for an east Tracy Delta campus.

Churchill touted the city’s commitment to higher education and urged Rodriguez to look into the benefits of the Tracy site before finalizing plans for a south county campus.

Electricity, plumbing and other work to get the Tracy land ready for an 85,000-square-foot college building would cost about $3.2 million, according to the city.

The city offered to sell the land directly to Delta or to a private, already contracted company, which would take over building and sell the finished campus back to the school after construction.

In the meantime, the college would also be welcome to set up its already-ordered portable classrooms at the Tracy site, the letter invited.

"At this point, many options are available," Churchill offered.

He asked, if anything, that the college place the offer on the next Delta board of trustees agenda as a discussion item.

The college refused that, too.

Rodriguez wrote that the Measure L bond team decided that "it is not feasible from just about any perspective to consider scrapping the plans at Mountain House for another location," Rodriguez wrote back two weeks later. "The college has simply too much invested in planning, infrastructure and partnerships to consider any other options."

The college has $64 million to spend on satellite campuses in Lodi, Manteca and Mountain House. A few months ago, the Mountain House campus alone was slated to cost $94 million.

Tracy also offered to build a place to house Delta’s heavy equipment and diesel technology department, which the college planned to build in Manteca.

Rodriguez wrote that Delta will consider renovating the existing Stockton department instead. But he said the college is still unsure if it even has enough money to do that.

To pull out of Mountain House would send the public a mixed message, Rodriguez continued, and would oppose the direction given by both the college’s administrative staff and governing board.

Councilman Steve Abercrombie echoed city officials’ lack of surprise.

"There’s more stuff going on behind the scenes that we’re not privy to," he said. "You have to wonder if maybe they ought to stop and take a good look at what the actual bottom line is."

Applause to Churchill and Tracy for trying to knock some sense into the Delta Trustees! Rodriquez needs to show some real strength and take it to the Board.... I am not a tracy resident-- but ANYONE can see what a failure of location Mountain House is. It's the "Build It and They Will Come" mentality versus "Location, location, location". With gas prices and traffic-- who will want to face the Bay Area commuters to go to morning classes? C'mon!

It is about how to educate this county! It has one of the lowest advanced degree ratios, and second lowest literacy rate in the NATION! One can see why- with this type of back door political decision making that simply does not make sound business sense. Take the loss of what has been planned, and offset it with the gain Tracy is willing to kick in. It's that simple!

Can't you do something to correct this SJDC blunder?

The problem is that the Delta College Board sunk too much money into an ancillary Mountain House plan that backfired (BIG-TIME). Now, the Delta Trustees know that others know they cannot be trusted. The Mountain House field is a pipe dream that is over budget and over schedule. There is nothing but an empty field to show for the $64 Million dollars. The City of Tracy offered to cover the costs for fees and roads. I would cost the college less to build in Tracy.

Again Abercrombie showed common sense, and I agree with him.

Not surprised either, just too many dirty fingers in the pot?

I do hope they reconsider. Tracy Press is for it, too, according to the article supporting campus at Chrisman.

Still would think the Court House with the Campus will look gorgeous there, give the area academic feel.

Also, many high schools in Tracy, am sure there are many graduates annually who would like to attend local college? What a better place to produce new generation of lawyers, top professions!?

Ted Simas and Greg McCreary voted to accept the offer from the city of Tracy to build at the Chrisman Road site. They were outvoted 5-2. There are documents available in a couple of places:

After reading the morning's papers it may not be a good idea to have the college on Chrisman. Seems Union Pacific wants to "reopen" the Mococo line which could run as many as 15, two-mile long trains a day thru Tracy. Traffic would be a mess for students driving to school as well as residents. The paper also mentioned that the in-progress Intermodal Station on 6th St would be hampered by the Mococo line. It said it would possibly prevent any passenger trains from utilizing the yet to be built station. Seems like city government has another thorn to pull out of its side.

I'm pretty sure it's a done deal, the Mococo line is going to open, at least 99% sure.(I haven't read an article on it yet, but I will now try to find it). Next thing you know we will have to build underpasses like Livermore and Stockton for the train traffic. Cost ??? Emergency vehicles will have worse response time as well as backup. Just a thought.

The ACE Train already shares the current line with freight trains. Union Pacific owns those rails too. That's why the SJRRC said it won't have an effect on ACE. Union Pacific already made a deal with ACE that they would give ACE priority so as to avoid passenger delays. The other issue is the increased amount of freight trains that would be going through Tracy.

This could ultimately, actually be good for Tracy. Let UP pay for the track repairs. But with forty trains a day (when they increase train traffic to 40/day) eventually we would have to build an overpass like they did in Livermore.

Lodi/Woodbridge/Acampo has freight trains going through there almost every hour. They have a nice downtown. Amtrack goes through Downtown Lodi and has a station there as well.

If Lodi can make something out of it, then so can Tracy.

Can we get a Whistle-Stop Brewery in Downtown Tracy (just like the Lodi Brewery)?

I know just the building for it.

Right there at the Transit Station.

What is it? The cost of gas that has got this going? I know the old poles have been cleaned up all around the tracks so there must be something going on.

Are you assuming UP is planning to use the poles for signaling. UP uses a lot of underground signaling. They also use some radio frequencies to transmit signals. Signaling for passenger and freight trains are handled in Omaha, Nebraska (UP's headquarters and main Contact Center).

You mean the Transient Building for the homeless and drug dealers? History in the making! Freight trains rolling through the middle of town. That will throw a monkey wrench in Brent Ives pet project of the Transient Station. Cant get any place when a train is blocking the roads from the East and West.

Are you saying Tracy doesn't have a homeless problem? Have you been to WalMart lately? They have a sign that says, "Homeless, can you help?: God bless you!"

You can go there most any time of the day. Trains aren't blocking the road. They are parked over on Byron road. Lodi has more trains than Tracy. Where have you been? Hope you can get there.

Something very interesting has come to light though from Hardesty on another post: same pipelines as the Antenna Farm and Ellis.... history repeats itself. Has anybody bothered to notify Carol Dominguez or Bob Sarvey about it since they were the ones that took care of the risky business before? Seems pertinent to me!

The lady from Manteca didn't even know that the Ellis homes would not be built on the gas lines. There is a bare patch of ground above the pipe. The developers will build around the pipe. Yet, she went down to the City Council and griped and moaned about a pipe. Don't they have pipes in Manteca that she can complain about?

Why didn't TRAQC deliver their own letters? Was Garamendi busy that day? What's up with those people. Who made money on the last courthouse idea? Any lawyer folks collect lawyer fees for Measure A? Who are they associated with? Why would you vote for someone associated with rich, fat-cats? Don't they have enough money? Why do they sue the city so much? Is there profit to be made? Why not deliver on the "promise" of "transparency" instead?

So is it the case that Serna and Burke will be running and both voted for Mountain House location over Tracy? And the other two will not be running for reelection?

I notice that the MH location is on somewhat of a hillside. And with the gas pipe, and no roads in that area. Also the west side of the site is an aquaduct. May be other factors that contribute to the cost.

The other issue is that the site is only ten minutes from Las Positas college and it costs the same to go to either college. Further, given that Delta College will only be a satellite campus that may cause some Mountain House students to just go to Las Positas College where they can take more classes and have access to better curricullums and more classrooms suited to their major.

There only 2000 homes in Mountain House, CA. Not a lot of student base for the college to choose that location. That will cost them a lot of money in lost tuitions, given the poor choice of a location.

I read in another article that Tracy, CA offered to pay for the roads and infrastructure. Hope Delta College wakes up, at today's meeting.

There seems to be a lot that you are unaware of. Why call Carol or Bob, they already know this information. I personally have mentioned it to them several times.

So their lack of appropriate response, given their responses about the safety of the same pipe at the Shulte Facility, tells me very clearly that there is something else on their hidden agendas and the safety of this pipe is not really a consern of theirs at all.

If it were a legitamate safety consern of theirs then why the apparent lack of consern for the people living and working in these other areas? I guess the lives of Tracy Citizens are more important than the lives of others living elsewhere.

Just find it frustrating to address any comments without degrading character assasination attacks from others who do not aqree with my view. This is not how I carry a dialogue, state the issue, address it, find the solution to the problem the best way the community could... anyones' input in finding the answer to the problem or choice/preference for a platform is branded by their twisted view of speculations and assumptions.

That is no way to move forward... just a big hindrance for the betterment of Tracy.

Thank goodness for great friends I have here, I think the bad mood would have lasted longer! smilies/wink.gif

I wonder if Celeste Garamendi will never answer questions regarding the Keenan Land Development backroom deal, at Alvarez? Just like Councilpersons Sundberg and Tolbert. Will not answer to "promises" of "transparency"?

Too many questions. Too many lawsuits.

Did a certain lawyer mentioned on her website collect lawyer fees for the Measure A lawsuit that Garmandi's TRAQC brought against the city?

People should know the answers to these things before November.

Why the surprising silence from Garamendi supporters on here regarding those questions?

It's what Garamendi doesn't tell us that scares me!

I find that disconcerting, too, Tracy RealNews. Not even a peep on how she would have handled this issue, either? So is the present city council the only people working on it? None of the candidates have a play in it? Or interest in it, or even have concerns on how it may affect or not affect Tracy and Tracyites?

Nothing on Keenan, that is odd!! What is the motivation to withhold information regarding Keenan? Why not even talk about it if it is above board?

Time will tell, hope more information will come out soon, not too late!
