![]() Mike Maciel talks to supporters Tuesday while announcing his candidacy for one of two open seats on the Tracy City Council. Glenn Moore/Tracy Press Mike Maciel told a gathering of backers Tuesday that he learned to solve problems in 25 years in the Tracy Police Department and that he’s running for the City Council to bring jobs to Tracy to further reduce crime. In a banquet room of the Java Makers restaurant, more than a dozen people showed up to have coffee and pastries while lending Maciel their support. It was far larger base than he had in his first run for the council in 2006, he told them, when he and his wife, Marjorie Maciel, plotted strategy from their kitchen counter. That experience in 2006, when he finished third to councilwomen Evelyn Tolbert and Suzanne Tucker out of a field of eight, prepared him for this year’s campaign, he said. But that’s small stuff compared with his 2½ decades in the police department, he told his audience. The department was where he learned the "inner workings" of city government, dealt with the city’s budget and learned how to fix some of the city’s crime problems. "I felt those were invaluable traits to bring to city government," he said. Crime is something Maciel hopes to address as a councilman, and other candidates have already said they’ll make it an issue, as well. Maciel said Tracy’s crime rate was lowered while he was on the force. "Our challenge now is to stay ahead of the issue," he said. He added that bringing new jobs to town and finally constructing youth sports fields will also be priorities. "I think ‘embarrassment’ is not too strong a word" for the city’s failure to build sports fields on Schulte Road, he explained. That proposal was voted down 3-2 due to safety concerns because the fields would have been close to industry and atop high-pressure natural gas pipelines. Maciel also supports a deal with developer Les Serpa to give Serpa the rights to build 3,850 homes in exchange for a public water park in southwest Tracy. Maciel will face declared candidates Larry Hite, a home inspector, and community activist Larry Gamino, both of whom are on the city’s Transportation Advisory Committee. Councilman Steve Abercrombie, appointed after Councilman Brent Ives won the mayor’s post in 2006, said he will run to retain his seat. Incumbent Council-woman Irene Sundberg said she will announce her intentions next month. Maciel was certainly referring to Abercrombie and Sundberg, and not to Tucker, who attended his campaign kickoff, when he said that this year, he can look voters in the eye and say, "I can do a better job than the incumbents in there now."

Maciel supports givng Surland the exclusive rights to build for 20 years for a lousy 20 million dollars for an aquatic park. Build the aquatic center at the Tracy Ballpark with redevelopment money and save the taxpayer footing tthe bill for Surland and its 3,850 homes. WE dont need to give away the right to determine the cities future growth for an aquatic park. Change your platform Maciel if you want my vote.

He supported the Ives, Tucker, Tolbert ordinance 1095 to violate Measure A.... he thought the unsafe Antenna Farm was a dandy idea for our kids. Maciel is a DITTO of the IVES and TOLBERT disaster. Wagging his finger at the voters, pompous, arrogant, unsuitable for the job. LOOK OUT voters more of the same from Maciel, he has stated many times he thinks Bilbrey, Ives and Company have done a great job.

Instead of being so negative from the start, give the man a chance. Hasn't anyone noticed the body language of the current council? Maybe Mr Maciel will bring a positive change to the city council. So what if he was peace before? Does that really btoher anyone? Maybe that fact should be appreciated. I am glad some new faces will run, its alot better than the same people time after time. At least he is a resident and doesn't come from the other side of the country. Things could be worse.

You condemn Garamendi as a candidate because she has run once (1)before (and lost by opposition treachery and robbery), and you want new faces, uh, did you not notice that Maciel ran in the last election also. So where do you get the new face out of this? The last thing we need on the council is a heavy handed former cop holding hands with AKT AND SERPA. Something the reporter got wrong, its not 2,250 homes its 3,850 homes. Its a MONOPOLY for 20 years. Its all about greed and the desire to cover every square inch with concrete. You know full well you have to be a resident to run, what are you talking about? Who is running from the "other side of the country"? as you put it. I mean really why don't you quit this nonsense? Its as bad as your barefoot and pregnant attitude towards women not having the right to keep their last name when they get married. Mike Maciel was cheated back in 06 when he came in 3rd place and yet the council decided on going with Abercrombie. The citizens voted for Maciel and was 3rd and should have been placed on the council not Abercrombie. The council needs to listen to the voters and not choose who they would work with best.

Who is "Christy"? Another Pseudo-name to contend with? I don't oppose CG because she ran once before and lost it. Thats just part of the reason why I oppose her. Mr Maciel is a new face, if elected. he has not served on the city council before, unless you want to include his time spent as a Tracy police officer, who may have a better understanding of how a city should or does work than a enviromental activist. As for the last name usage, to me its all about ethics. I guess one should not marry then if we followed your train of thought. Most women accept the names of their husbands when they marry, I haven't done any research on that topic (I support my family for a living so having time to research is limited). I suppose I could write a editorial on that subject next time I have free time during my porcelain duties. Now I am curious as to what the general public thinks of a spouse who runs for office using her rich and famous maiden name as opposed to that of her husband who happens to be an attorney? Does that give one an unfair advantage to play the name game as the card fits? From your comments about covering "every square inch with concrete" makes me wonder what your intent is and why you would deviate attention from a city council candidate to that of the mayoral candidate. If I really had to choose (and I can say this), I'd rather see a councilperson hold hands with a developer instead of a enviromentalist. Either way its a bad deal for Tracy, but sometimes one does have to conceed to the lessor evil. I am sorry, but who is "Christy" again? Why do you hide behind a fake name?

It's a bad deal for Tracy to trade 3,850 RGA's for an aquatics park, especially in that location. Its sprawl, its a monopoly, it's in the fight path of the airport, it doesn't promote smart growth or core concentric growth, it will require a General Plan amendment, it's over the same three pipelines. Maciel supports this plan just as Ives, Tucker and Tolbert do. We need Councilmembers that are independent of the developers whose projects they are voting on. Mark and Celeste are the creators of the TRAQC organization that created and eventually passed Measure A, more commonly known as the slow growth initiative. Some years back, before her first attempt to run for City Council, Celeste, in a Hillary Rodham-Clinton type move, took up residence inside the City by renting a small house. Whether or not she actually spends most of her time living there is subject to much speculation but regardless, it legally establishes residence for her in Tracy thus enabling her to run for Mayor. Her families, including her husband Mark, are political heavyweights in California, as some of you are just starting to figure out. Mark is the lawyer representing TRAQC and, if you notice, the Tracy Press in their failed attempt to rewrite the freedom of information laws governing what information needs to be provided to the public as public information and what remains as private information. Given this monetary liaison is it any wonder why Tracy Press more often than not supports Celeste and denigrates seated members of council? While they continually harp about back room deals, they never reveal the many back room deals they and their members have made in the past. Few remember the Tracy Hills back room deal they reached with the Tracy Hills developers in exchange for not fighting that development to gain political favor in our community. Others if that group were animatedly opposed to the Peaker Plant just to the south of Owens Corning, until the folks that run the Peaker Plant coughed up $100K to finish Tracy Interfaith Ministries building. Now that same group of charlatans tout the Peaker Plant group as good responsible citizens of our community proving once again they can be bought off for money. And don’t get me wrong, I am proud the Peaker Plant people stepped up to the bar and made up the financial shortfall, especially when folks like Celeste and Mark could have easily come up with the money out of their own personal wealth as legitimate millionaires. All you really need to do to expose this group for what they are and what they are about is to follow the money trail. It ranges from personal favors granted to certain council members to operate their businesses to other dispensations provided to other people who are following their own personal self interests. And the strange thing is they are always among the first the accusers against council alleging back room deals. But that’s politics today, isn’t it? While I don't have much of anything against Steve, Mike should have been the person in that Council Seat. If you note, out of the current pack of people vying for two council seats in the next election, those seats will go to the two who have accumulated the most votes. Had it not been for council doing their own thing for their own reasons, and in this I will say they didn't follow the will of the people, the third largest vote getter in that council race was Mike. Yet for some type of reason unknown to the rest of the voters, Steve was given the position, when Mike should logically have been seated instead. But council does and did have the right to make the appointment the way they saw fit; it's legal, just not very prudent in my opinion as they completely ignored the will of the voters on that one. So let Christe have her say. Why on earth is Maciel supporting this Serpa deal? Why is it okay to give guaranteed 3,850 house allotments to Surland in exchange for an aquatics center? Why hasn't the aquatics center been paid for with the last wave of growth? I mean aren't the 3,850 future houses? If we need an aquatics center now then why wasn't it already built with developer fees that were charged for the houses that are already here? Did the City Councilmembers that have long careers on the council ensure that the community would have what was needed while the growth was occuring and while the houses were being built? For that matter what about the Parks commission members like Hardesty, wasn't it their job to make sure the proper planning took place so we wouldn't be leveraging future housing permits for the facilities that are needed now for the growth that has already occured? What were the Parks Commissioners doing during their meetings? Is the Parks Commission really watching out for Tracy citizens or are they pandering to the developers too? Reading the website provided on "Zero Tolerance" showed me Ives and Maciel were aware of it at the time, seeing the increasing numbers of evidence calls for change of plans... will listen to what Maciel plans to do about it. Now that Mr. Hardesty has told us all about Celeste and unnamed others and the conspiracy theory with the Tracy Press Lets take a look at Mr. Hardesty's and Mr Maciel's record. Mr Hardesty was the driving force on the Park and Rec board wasting 3.4 million dollars of sports park money at the Shculte Road Sports Site. Mr Harrdesty failed to due his due diligence around the hazards at the site and made the motion to move forward with haste at the joint park and rec and city council meeting. Mr hardesty and Mr. Maciel both supported a developpmet agreement with Tracy Hills for the sports park that would have provided 20 million dollars when the voters had just turned down meausre U which provided 42 million to fix up the schools for the same carrot. Mr Hardesty along with Mr. Maciel supported the Level four bio lab that most people in town thought was a bad idea. I failed to see any comments from them when subsequently it was discovered that LLNL was fined $500,000 for a bothced anthrax shipment in 2005. Mr Maciel and Mr. Hardesty I assume both approve of locating the aquatic center in the flight path of the airport and care little about the impacts that the project will have on existing residents. why dont you boys pick up a copy of the Ellis EIR. Check out the mitigation meausres for traffic , water treatment fire services and police services. Are they adequate will new development pay for itself? Mr.Maciel supported the exploding of increased levels of depleted uranium at Site 300 and Mr. Hardesty concurred. Can you illuminate me on the postive side of your public record Mr. Hardesty? Cant wait to hear from you Mr. Hardesty hows the heat in your glass house?

Wow TP just posted an article on the need for a 200 million school bond to modernize our schools. What does it mean? That the town almost trippled in size in the last 15 years and we now have a combined deficit from our longtime career councilmembers of $250 million in school needs. Measure E extracted $50 million and now another $200 million needed on the backs of all property owners, not just the new growth that is driving the need. Let's add to that 20 million Ellis deal, 20 million AKT deal, and other deficit areas such as need for more library and we have a deficit of developer fees over 300 million. Isn't that a sweet deal for Plan C and other projects during the longtime career councilmembers reign? Maciel has repeatedly said he supports them and would do the same. Michael Maciel has said all along that he favors negotiations for a FREE sports/aquatic park (Costing $20 million) to the city in exchange for giving Serpa, ATK, Sousa...whatever...exclusive building rights.

Now that Mr. Hardesty has told us all about Celeste and unnamed others and the conspiracy theory with the Tracy Press Lets take a look at Mr. Hardesty's and Mr Maciel's record. Mr Hardesty was the driving force on the Park and Rec board wasting 3.4 million dollars of sports park money at the Shculte Road Sports Site. False, I was one of seven commissioners who voted to send it up to Council for their approval. It was a unanimous vote with little discussion; I simply made a motion to move the item forward and off our agenda. Read the minutes of those discussions to verify that fact. Mr Harrdesty failed to due his due diligence around the hazards at the site and made the motion to move forward with haste at the joint park and rec and city council meeting. Mr hardesty and Mr. Maciel both supported a developpmet agreement with Tracy Hills for the sports park that would have provided 20 million dollars when the voters had just turned down meausre U which provided 42 million to fix up the schools for the same carrot. False. There was no information regarding schools at that time that crossed the desks of commissioners. The only decision reached regarding schools was in respect to the pool at West High which the commission recommended to council they take other actions because the information provided to our commission at that time was in gross error. Eventually they modified that information and the city went ahead with that deal with TUSD regarding the pool, something in light of recent occurrences with school district finances I am still dubious about.

I failed to see any comments from them when subsequently it was discovered that LLNL was fined $500,000 for a bothced anthrax shipment in 2005. And you won’t either. Facilities with government contracts are always getting fined for one reason or another; it’s a part of them doing business. They messed up and were fined. But more importantly, was there any serious problem as a result of their botched shipment? Was anyone hurt?

Mr Maciel and Mr. Hardesty I assume both approve of locating the aquatic center in the flight path of the airport and care little about the impacts that the project will have on existing residents. Don’t know about Mike, never discussed it with him. But yes, after I asked if anyone from the FAA, who deals with safety, had anything negative to say regarding the installation of an aquatic facility in that flight path and the answer was no. Not being an expert in that field I took their word and moved on.

Well you once again have fallen prey to the same thing most people do. Blame the City for the School District's problem. The problems with the schools, while certainly a problem and something I know the City has been concerned with for quite some time, is the sole problem of the School District, namely the elected School Board. People often forget that the School Board runs the district in much the same way City Council runs the City. They in fact are two elected local governments, not one. Yes the City is the arm that collects the revenues for the School District as a function of property taxes and Mello Roos but those "taxes" are actually levied by the School Districts and all maintenance and construction of school properties falls under the jurisdiction of your publicly elected School Board and not any member of City Staff or City Council. So I would strongly recommend you take your complaint about schools and their developments and maintenance to the correct governing authority instead of the City Council and City Staff who have nothing what so ever to do with how the schools are built, maintained or run.
