A standing-room-only crowd showed up Thursday to watch Lt. Gov. John Garamendi help kickoff the mayoral campaign his sister, Celeste Garamendi, who vowed to put job creation at the top of her to-do list if elected and to open up city government she views as secretive.

It’s the second run at the mayor’s post for Garamendi, 51, a health care consultant and activist who lost in 2006 with 45 percent of the vote to Mayor Brent Ives, who won 55 percent.

Ives, 54, is running again this year, as is Councilwoman Evelyn Tolbert, 66, in what’s expected to be tight race.

In the cozy dining room of Fabio's restuarant in downtown Tracy, the lieutenant governor described his younger sister as a woman who has the vision to remake Tracy for the better, and one who would lead a government on the lookout for opportunities to bring stable, well-paying jobs to town.

“Celeste is absolutely committed,” he said.

 The lieutenant governor said the mayor of any city has a role to play in emphasizing education, though the City Council has no direct oversight of schools, and he broached the openness in government theme of her campaign, something that he suggested goes hand-in-hand with any thriving city.

She told the crowd that she’s running to “keep the promise that everyone felt when we moved here.”

Creating jobs in Tracy is important, she said, to lessen the damaging economic and social impacts of having 70 percent of area workers commute. The City Council for the past 15 years has “focused on building houses,” she charged. “We’re going to focus on building jobs.”

She said she’d zero-in on trying to turn the downtown into an economic engine for the city that also gives it a cultural identity, and put resources into quality-of-life issues such as trying to lessen graffiti and speeders.

Garamendi, co-founder of Tracy Region Alliance for a Quality Community, the group that wrote the slow-growth law voters passed in 2000, said she would work to make “new development pay for itself.”

She said she’d take no money from developers this campaign and report every donation she received regardless of how small, pointing out that Tolbert has raised roughly $45,000 in her political career but has not disclosed who gave her money because she only takes donations of $99 or less, the legal cutoff for reporting donors.

And she repeated a central argument of her campaign, that the council over the years has put the interests of developers ahead of ordinary citizens by making deals with developers behind closed doors.

“We want to open government,” she said. “That will make us stronger.”

Celeste Garamendi is interested in the right changes for Tracy. Carpetbagger or not, she will promote an agenda that is the best for the vast majority of the citizens, not just the developers, not just those supposed citizen groups backed by the developers. I have not voted for Ives, Tolbert or Tucker in the recent past and it is a mystery why they are continually re-elected.

It would appear there is a difference between a career politican working in a variety of local and state positions over the years, who brings valuable experience and knowledge to each new post versus locally elected individuals who repeatedly vote against the people or who repeatedly try to resurrect projects/ideas voted down by the people. Some on the Tracy City Council have sided for too long with the developers.

Tracy needs Celeste Garamendi.

Ives, Tolbert and their developer friends are going to use the same attack strategy against Celeste that they used two years ago. 200K of Pombo and developer money to place attack ads against Celeste. They fear her because she is everything they are not. She has a PLATFORM and a IDEOLOGY and she is not under the control of AKT and Surland. She will work for the people of Tracy and make the community better. Ives in 17 years and Tolbert 10 years.... what's to show for it? Please "strangely enough" and your thousand other names, tell us what is so great about Ives, we really want to know how much you like him and why.

Dale,

First of all she hasn't taken any TRAQC money. Second, you know TRAQC and Developer is not the same kind of special interest group. While, Developers are driven by their personal economic interest (I am not saying there is anything wrong with that), TRAQC is guided by the public interest. Therefore, it’s not only unfair but outright distortion of the truth to compare Souza/AKT and Serpa with TRAQC.

Years have proven that their words are bigger than their actions.
I have been following the sports park agenda closely. Easy to see what the frustrated long-time locals and residents are talking about.

We don't want more of the same. Seeing all these "great plans"... is the same ploy used two years ago to get the voters to swing their way... don't be fooled.

MY vote is decided on Celeste Garamendi, it is her turn. Her hands are MUCH CLEANER than the two, Tolbert and Ives. Ives and Tolberts hands are tied by the developers. Too much baggage to be efficient in the office. Time for them to move on.

Time for the right stuff. Celeste has my vote. Stop the growth to the overgrown sold-out-town. Hey Celeste, with out a strong police department we are helpless to the crime. More homes- more choices
More crime- already low and dropping

More traffic- If you stop growth in Tracy today will that cause less impact to 205 and 11th during commutes?
Less effective police- With a lower crime rate doesn't it follow the police are more effective?
Decreased park services- The neighborhood residents decide what level of service they wish.
More developers- Choices are the base of capitalism
No new aquatics center or sports park- not for a lack of effort
More homes on MacArthur- Unsure of what this means
More chain stores and strip malls north of 205- All those businesses offering more choices are to be shunned?
Less than a heathy environment for mom and pop shops to thrive. Mom and Pop survive fine by finding something customers need and delivering it.

How can someone try to promote job growth and slow growth at the same time? Then again, how can someone try to get a State Park (Carnegie) closed that incourages jobs and generates revenue? Anyway, I seriously doubt Celeste Garamendi will get anything accomplished that others could not have done. Thats why she does not deserve our votes. She tried before and failed and history tends to repeat itself. We'll get our sports park, when there is no more corruption in the way. By the way, even if she "could" bring in more jobs to Tracy, what knowledge does she have that others in big government do not have? Right now the economy is suffering nationwide, why focus on Tracy? If she has all the answers to our economic woes, she ought to be running for a bigger position, like President. I rest my case.

To piggy back off my previous comment; I'd rather keep the current crowd in place because then I'd know what to expect. This Celeste Garamendi person is just riding the coat tails of her famous brother. I would expect someone ruining (intentional spell error) for public office, to use their married name like other "real" politicians do. You don't see Hillary changing her name to her brothers name, or Obama using his wifes' name do you? Think twice about that one. What or who is connected to the other name?

I have met Ms. Garamendi and she seems like a decent person, but I don't like the way she and her husband have misrepresented the good work that has been done by our city leaders, past and present. They talk about "out-of-control" growth and poor planning but I have lived here for over 30 years and believe that the growth has been very well planned. Without exception, friends and family who visit Tracy comment on what a nice community we have. If you want to see poor planning, take a look at Manteca and Lathrop. Measure A was a mistake, in my opinion, and I believe Celeste and the special interest group she represents have been guilty of exaggeration and misrepresentation in building their case to stop growth in Tracy and discredit our current city leaders. I am sure there are well-meaning people who support Celeste and "The Alliance", but I am very suspect of several of the most vocal members and wonder if what they are really interested in is protecting their own property from encroachment and/or their lust for political power.

Ms. Garamendi you have my vote. I voted for you in the past and will continue to put my trust in you. You have stood for us at City Council meetings without being paid. Tucker hides emails from the people to cover what? Ives was backed by Pombo last time even though there were questions about Pombo money being used for Ives to run for Mayor. He isn't any different then Bilbrey was when he held the position. I think what we need is for all candidates to publish a list of were the money comes from that they are using for campaigning. Then we can see who is backing who. Let's call this fair and transparent. This may help us make a better choice in who we vote for. I know that Celeste ran on a shoestring budget last time. I don't want to have someone in office who buys the position. We need someone like Celeste who will get things done.

Ubbo, It's 2008 Neanderthal man, would you like us to give up our right to vote too? FYI, when you get married you can actually CHOOSE to retain your own last name. Getting elected in Tracy has been all about name recognition for as long as I can remember (God forbid we would decide based on the issues), so I hope it will help Celeste to defeat the 17 year Ives and 10 year Tolbert. As for your other statement that you want to keep the status quo, you know what to expect from them. Incompetence, yeah let's keep that going, NOT! Celeste has a plan for Tracy, why don't you open up your mind and study her platform, then decide.

Yes, Ives is under investigation. The way he works in the past is to do business in Tracy.. You hire his consulting firm to have him soak you and your wallet, then when you item is before the council he will support and vote for your project... You also have to donate regularly to his re-election...

After you re-learn to read and then write, go back and see what Celeste said. She said "“We’re going to focus on building jobs.” now how can she do that if other leaders cannot? Wouldn't that be a wasted talent? Better yet, how can you build jobs when you support slow growth? In order to build or attract jobs, you need to expand or grow. I'll check in on you later during the Bronze Age. I hope every voter takes the time to thoroughly research and understand what each candidate is trying sell us. This is one bill of goods that we may not want to accept.

I have time to look through the archives this morning. If you see me sitting on the porch typing be sure to waive.

One of the things I found is that there is going to be a "$9.6 million shortfall between revenue and expenditures for 2008-09."

$9,600,000 in the red, for one year.

They tell us that all is well. Really? Does not feel well to me. How about you?

$9.6 M in the red, and these guys have been in office for ten and sixteen years? They didn't see this coming and budget accordingly? They were wrong to put us in the red $9,600,000 dollars. I won't vote for them again.

Under HONEST leadership we would have launched ourselves into the future, developers were standing in the way of our future. SLOW GROWTH IN BUILDING HOUSES is what Garamendi is talking about. Celeste is totally missing the point. The good people of Tracy have been asking, requesting and almost short of demanding; a sports park. Now it would reasonable that she would make that her key selling point. And IF she was really sincere about it, she would make a promise that IF she couldn't keep her promise, then she would step down. Every person in Tracy needs to remember that the Mayor and for that matter the ENTIRE city council work for us. If we as their employer are not satisfied, we should be able to fire them. That is how it works in the real world at least. We should all demand results. If the results are not satisfactory, then we put them on notice, after a short time of remedial training, if the results are not greatly improved, then its time to move on. I wonder if any candidate would own up to that process? Build a sports complex for Tracy. If you build anything else before that (i.e. more empty homes that bring false promise and attract crooked salespeople) your'e out on your butt. Can you make that promise Celeste? How will you attract jobs and lessen the commute rate? How do you fix an ailing economy that the entire nation feels? If you truly have the answers, you ought to look at Washington DC for a job. They need those answers.

Gentleman Jim, I would be looking at what the people want. Sports complex is one (the money is there and so is the land) and next I would be looking at what other cities are doing and not doing. Vallejo is a prime example. Tracy is not immune from that type of event occuring. Lastly, as for jobs, I would be trying to attract huge solar companies so we could save money by using "renewable" energy. San Jose is doing something like that. Imagine attracting a company to come in build its product with a firm commitment. I don't know anything deficit spending. I would be a terrible leader because I would listen to my people and I wouldn't have any hidden agendas. I see and hear the need right now. High gas prices, no sports complex, and high paid city employees. Slow growth has to be eliminated to a cetain degree to allow jobs so people are not paying their work to go to work, use the Holly Site to build a state of the art sports complex and reduce some of these ridiculous high paying jobs that probably could be done a lot cheaper by college interns looking for work experience. I would push for privitization for alot of high paying city jobs. Work performance evaluation and a bidding process. Mr Coty (note the "t" in there!)

Interesting, somethings I didn't know. 27 years is a long time.

I agree you need to bring more business to Tracy, but right now, we are looking at the end result of 27 years of their term, and the economic status of our country. I can only suggest we use this time to think of ways to bring in revenues from tourists who want to visit Tracy for their recreational pursuits such as walking or biking around the wetlands whereever they decide to place it. I don't care where anymore, just put it there. Holly site to me is the best place to incorporate wetlands, in between Agriculture museum (not my idea, picnic area with bike rental shop, and on the outside an attractive sportspark. Gas is horribly expensive and from the reports I read from oil news it is not going to get any lower. Iran is OPEC's biggest oil producer and their price will affect all prices at home. So people want to save on gas, be less dependent on gas. Maybe even a golf course way outside of the sportspark, all in proximity of each other, but not so close, "go green".

bring in the revenue to offset the loss from homeowners who lost their homes and rising number in closings of the businesses. Time to think of ways to bring in revenue to get our city back in the black.

I wasn't too happy when the city asked for 15 million dollars in CREDIT for the downtown project... put freeze on the spending, the war is going on and war on price of oil is still ongoing. It bothered me that the city council didn't think to put a freeze on the expenditures. Don't know if that came through or not.

Yes, she says all these nice things now but does she say how she will do it? Or is she doing exactly what she is against and that is being secretive? All I am suggesting is that we be very extremely careful in our choices. I want to see positve results. I am very worried about the state of our economy. We should all be looking at Vallejo and what is happening there. The answer is not in selling off land that we own either. Tracy has a very good opportunity to generate revenue and build a sports complex. The enviromentalists will be our biggest obstacle.

I don't believe I EVER said I was in favor of raising taxes, please don't put words in my mouth. And speaking of being a man, who are you? Whom am I conversing with? Someone hiding behind a fake name? Are we cowards? I am real, are you? I don't want any more crooks in Tracy, especially in public office. I can create jobs, very easily. I would simply privitize some if not all of these high paid city jobs. I would attract renwable energy companies to set up shop here in town and request they hire from within. I would not go searching for employees on the other side of the country. Surely they could have done better than that! Should I divulge any more information that would help you do your job? I could be 100% wrong about all of this too, and I know that and am willing to admit that. In todays day and age, i don't think anyone single person can "man up" and say they have all the answers. I don't think any one person can say I am 100% wrong either. We need to try new things, and new ideas. Think out side of the triangle!

Teenagers do need a place to go to in Tracy. Paintball alley, skateboarding, like the article in this paper about teenager dancing... the young "scientist" could get together and show their remote invention, compete and such. They need someplace loud and full of activity. Even bungee if they want it!

We need more input from teenagers, they will be our voters sometime soon.

It says here that Mr. Ives and his crew want to give the Ellis and Surland people 3850 permits, and only 3542 are available for ten years, 2012-2022.

Doesn't that mean Ellis and Surland people will be in charge of all building in the city until 2022?

And while you're at it, read the local newspaper about all the gang activity in Tracy. All I'd like to see is a change in the way things are done. Lets give the mayor-elect a goal and time-frame to which that goal has to be accomplished. If its not met, do what anyother business would do, fire him/her. Slow growth is another way of politily cramming the idea that Tracy will not be getting a Trader Joes for M-A-N-Y years to come.

Slow growth sucks!

Tracy needs business. And Garamendi hasn't done anything to bring business to Tracy. Garamendi has had a L-o-N-G time to do something with nothing to show, except finger pointing.

Yes, what Garamendi has done for Tracy is to point her fingers. She has been pointing her witchy fingers (my opinion) at the idea of Tracy growing "too much" (her opinion).

Reality check: there is already slower growth in Tracy.

So we citizens are concluding, that we NOW, DO NOT need Garamendi, by stating the following:

There is no need for slow growth. There is a need for more business. There is no need for Garamendi!!!

Me? Tired? No way! I am just starting to have fun! I'll get around to others in a bit. Its simply amazing what is on the internet these days, and to think it is all public information too!
I don't have friends in city politics, and I intend to keep it that way.
My goal is find the perfect candidate who listen to the people, and do what is right. Too long now, we (Tracy's residents)have been strung along by false promises and people with hidden agenda's who do not have the best interests for Tracy. I do not believe Celeste Garamendi is perfect candidate. I see too many conficts of interests in her backround. Do you honestly think for one second she is really going to get a sports complex built under her watch? Why wait? Work it now! I know some people here in town, who are truly dedicated to seeing a sports complex getting built. Her name is NOT on that list! Since attracting jobs is not likely until the economy heals, why not mention building a sports complex as a priority instead of stringing people along with the flase pretense that she can create jobs. Can she walk on water too?
