Quick hits: Let the "reading wars" begin: Children who participate in the $1-billion-a-year reading initiative at the heart of the No Child Left Behind law have not become better readers than their peers, according to a study released this week by the Education Department’s research arm. Numbers: 4.5 percent: Amount Californians cut down on their gasoline use in January this year compared with a year ago, continuing a two-year trend linked to ever-rising gas prices. $42 million: Total amount in rebates handed out in April to customers who cut the amount of natural gas they used for winter heating. 110,000: Number of default notices sent to California homeowners in the first quarter, up 143 percent from last year. Only a third are likely to avoid losing their properties.
