Pay attention to track trespassers |

A homeowner complains about those who break the rules and those who fail to enforce them.
EDITOR,
Is there any enforcement of the “No Trespassing” signs on the railroad tracks that run along Byron Road between Corral Hollow and Lammers roads? Nearly every day, there are school kids and young adults walking on the railroad tracks. I know the spur is rarely used, but the tracks are raised along this stretch of roadway.
My home backs up to the tracks. I am only allowed a 6-foot privacy fence per city code. The raised tracks put the people walking along the tracks above my fence line.
Multiple times, I have found granite rocks from the tracks in my backyard. I have two small dogs that could be killed or seriously injured, not to mention that the windows at the back of my home could be broken.
If the city refuses to enforce the no-trespassing signs on the tracks, I should be allowed to build a higher fence for privacy and the safety of my home and family.
The city knows there is a problem along the stretch, because they are constantly painting over the graffiti that is on the track-facing side of the fence. So much for good, safe neighborhoods in Tracy.

10.08.3250 Wall, fence and hedge requirements.
Fences, walls, or hedges in all residential zones shall conform to the following conditions and requirements:
(a) The height of any fence, hedge, or wall shall be in accordance with all of the following:
(1) For any part of any lot not otherwise restricted, the maximum height shall be no greater than eight (8') feet;
(2) For any public easement, the maximum height shall be no greater than six (6') feet measured vertically from the top of the fence to ground level of the fence;
