Colleen Jones is the first person to receive a low-interest loan from the city to help buy a house in downtown Tracy. The loan is part of a plan to lend a hand so people of modest means can buy houses and boost efforts to revive the city’s historic center.

Thanks to a city-approved loan, first-time homebuyer Colleen Jones will now call downtown Tracy home.

Jones, who makes $35,000 annually as a hair stylist, was the first recipient of Tracy’s down-payment assistance loans and received the maximum $75,000 to use as a down payment for her newly purchased $233,000 home, a foreclosure property.

Living off a below-average single income, the 30-year-old Jones never thought she’d own a home this soon.

"I’m excited and a little bit nervous, just because this is so new for me," said Jones, who has family in Tracy. "This is the only way I could’ve owned a home at this time in my life."

Jones also received a $2,000 city grant for repairs on the 10th Street house, which was built in 1925 and had two previous owners.

The city began to offer down-payment loans in December 2004 to buyers who met specific criteria for homes bought in Tracy’s downtown area as part of an attempt to revitalize the city’s center.

The city approves applicants based on income and a debt-to-income ratio of 45 percent. A single occupant must make no more than $50,640 a year and must not have owned a home in the past three years. Homeowners are expected to repay the loans within 30 years with 3 percent interest and are not penalized for prepayment.

Ellen Gripp, who screens and approves applicants, said the city started giving out grants and offering assistance with down payments to attract new homeowners to Tracy’s downtown.

"We think that new property owners in downtown are likely to show more pride in the area," Gripp said. "It’s amazing what one person can do on a block. If someone puts in a little effort, others can kind of follow suit."

So far, Gripp has seen several homeowners receive grant money for home improvements, but Jones is the first to actually get help with buying her home.

Last year, the city upped the maximum loan amount from $50,000 to $75,000.

The city approved $1,000,000 in redevelopment money, enough for about 10 to 14 homeowners, for home loans and repair grants, but "it took a couple of years to get things up and running because the price of homes wasn’t as low as it is now," Gripp said.

Congrats and all…however, How did someone from Dublin get the house loan before a tracy citizen? This should be for Tracyites only…not out of towners. Someone needs to re-look at the requirements. I’m sure someone in Tracy really needs a house.

How does this meet the affordable housing element? I think that property should have been torn down and new affordable units built there. A lot that is over 10,000 square feet could build 8 units of 2 and 3 bedroom apartments. That would house 25 more people to live and shop in the downtown area.

The city should not have the right to loan out tax payers money, especially to special interest persons. This woman is not a public servant, and does not seem to have a hardship. Plus this area would still be considered infill under measure A.

What about people making just a few dollars more that cannot afford a house? Seems like those people are the ones being descriminated against every time by these kinds of give away programs. And they are the ones paying for them!

I love our government....helping out those who don't bother getting an education, yet those of us that do have an education, but don't quite make 6 figures do not qualify for any of these freebies, nor have the means to make a stiff mortgage on our own...I love it when my tax dollars at work help those who don't bother helping themselves in the first place. smilies/angry.gif No doubt, the money for programs like these is not exclusively coming from Tracy resident tax payers.

I guess you all may have missed channel 10 news at 11:pm about how this nice lady has taken a house and is fixing it up that no one else was willing to do! It will look great when she is done and I for one will bring her some flowers for her garden if I ever drive by and recognize her house and will tell her , Welcome to Tracy!

I'm happy that she was able to get this house but the loan should have been given to someone that actually lives in Tracy already. I have no bad feelings or hatred towards her. I'm just upset that Tracy has "Residence" that deserve this type of loan rather than someone from out of town. It should be given to Tracy citizens first then when they have no one else then they can except out of town people.

What ever happen to ones own responsibility, this is a real slap in the face for Tracy. I hope we can overcome this issue, without more negativity from the media. We wish Ms. Jones well but feel she is a pawn in a chess game. The door is now open for the critics to make their points.

Hey folks she may be from out of town but at least with family living here I can understand why Miss. Jones would want to make Tracy her home. Good luck to her.

Mr. Benigno if you think trying to live in Tracy on only $35,000 a year is not a hardship you need your head examined. I have done it. For singles or a family that is poverty wages. That's why my family left our hometown when my husband's last job ended, too many of the jobs in the area just did not pay enough so our family could not afford to stay where we were born and raised.

Kathy, I'm not the one who gave her the money for the down payment. The case that I'm arguing is that the city had no right to loan money to a home buyer that was not a first responder such as Police, fire, or teachers. What collateral do they have from Ms. Jones?

She might be the greatest person in the world, but we must be fair. There are people living here with 5 children living on less than $25,000 per year, who have lived her for 20 years. A quote from Ms. Ensign "This is the Appalachia of California" speaking of the San Joaquin Valley. Haven't you watched Ms. Marge Ensign, Dean of the University of Pacific?

It sounds to me, according to the article, that Colleen Jones is the first person to qualify for this loan. She has ties with Tracy and I think she will be a viable citizen to Tracy. The house needs a lot of repairs from what I saw on the news last night. It's not as if it is ready to move in and furnished. And since the rates are low, I suggest other people do their homework and spread the word and see if anyone in Tracy QUALIFIES for this!

I am reading these comments and I am blown away by the stupidity among us. I find it absord that many of you are getting upset about money being used in a positive way to revitalize an area that NO ONE wants to live it. This is so typical of the 'Vocal' Tracy citizens. You know who you are and the rest of us do too. How about being positive for once? This is the kind of negativity that makes all the functions/projects that Tracy's tries to implement, fail, where other towns thrive. We like to complain here and I am so sick of it. That money at the City has been sitting there for 2 years with NO takers. Finally someone learns about it, uses it and what happens? Those 'vocal' negative Tracyites have to say something to say, like always. Colleen was born and raised here, graduated High School here and only moved to Dublin recently to help her Grandmother because her Grandfather passed away. She is a Tracy resident by every sense of the word. Sometimes when you only know part of the story it will allow you to make incompetent conclusions.

Some people have made good comments about positives.

Others, to paraphrase Mr. Benigno, I hope we can overcome this issue, without more negativity from the Benigno… the media is not issue.

Tom, any history you can give us regarding your affordable residential development and construction experience? Any history of working with anyone on affordable housing?
8 units on a 10,000 sq foot lot is reserved for HDR (high density residential) zoning, rarely seen in the Central Valley, and not in an MDR (medium density residential) zone

I have great news for everyone! There are programs for everyone, even middle income buyers. California has some great programs that have been in existence for awhile. They have down payment assistance, closing costs assistance, that could be in the form of loans, forgivable loans, and grants. The city programs aren't the only ones around. There are county programs too. Any non-profit organization can help you with certain financing. This means your church can donate money. Church usually you donate too, but it's for reasons like this that God's places of worship can help you. Churches have been very generous in the past and I've seen up to $40,000 given by one church to help a family with the down payment of a home.

Anyway, I've worked around the country with first time home buyers and the programs that have made buying possible. I now work out of my home office in Tracy. I own a beautiful home in Christmas Tree Village and I did grow up in Tracy too. I am now helping everyone in our town and other towns close buy realize the dream of owning a home. There's no better time. Houses are affordable since so many are available on the market and due to mortgage defaults. Call me to see what I could get for you

Congrats Colleen! I'm sure you're a great asset to our community and it's a fact that home onwers tend to care for their homes more than renters. It will "revitalize" the look of Downtown by having prominant owners. Congrats again to you for finding the money that is waiting out there for anyone to use!

Cose: Yes I have had much experience with affordable housing. You most likely have had the same remodling them. Is that why you support this program or is Miss Jones related to you or your family? Ms. Ensign is a professor at the Appalachia U in Stockton. I thought you liked college professors.

You don't see me complaining that this woman was the recipient of this low-interest loan. Good for her. I don't expect the government to help me one bit (except provide my police and pave my roads), but I'm of the opinion that the government should help people in general.

Yes it is obvious Christ was talking about his eminent crucifixion, but he also recognized the fact that the poor are literally all around us and we lack the means to help all of them.

But that doesn’t mean that we shouldn’t help those we can help and we should do it with charity from the heart. Else Christ would not also have said, “Then shall they also answer him, saying, Lord, when saw we thee an hungred, or athirst, or a stranger, or naked, or sick, or in prison, and did not minister unto thee? Then shall he answer them, saying, Verily I say unto you, Inasmuch as ye did not to one of the least of these, ye did not to me. We truly live in the best country in the world and have/enjoy more freedoms and benefits than virtually anyone else on the planet. Yet many of you seem to be blind to the blessings that have been bestowed on you by an accident of birth and are reluctant to share those blessings with those less fortunate than yourselves. As you reconcile yourselves to what ever God you worship you may want to ponder on these things about yourselves.

Ms. Jones: To answer your comments and those of the rest of your entourage of supporters. I just responded to the rules of fairness about those having a special interest agenda. The Government continually receives complaints of not enough affordable housing. We hope that one day everyone will have a place to call their own.

To answer your questions, I have been going to meetings on affordable housing for over 35 years. I have been before many city council meetings and your story does not seem to meet the same requisite for affordable housing.

My resume is none of your concern, I'm not the one who applied for the grant. And no I'm not ashamed of myself. I did nothing but bring the facts to the table. Government should be fair, whether Federal, State or Local. We wish you the best.

This is for the Cose's. Under some city requirements 10,000 square feet meets the standards of cluster homes or condos. Ten units or more depending how tall the city requirements are. Just look at what the city allowed the developers to do, putting 3800 square homes on 5500 square lots. You knew that Dale.

Where's all the infrastructure such as schools, aquatic centers,etc. Excuse me we have a new civic center and a Grand Theater.

The only comment I have time for here, is this:
I want to clarify that working as a hairdresser in any state of our country requires a license issued by the State Board of Barbering and Cosmetology. In order to qualify to take the State Board test to get licensed, one has to go to an accredited school to get an education to do this. And guess what? A person has to pay to get that education.
A person can't just go to work as a hairdresser because they "feel like it."
I am very happy for Ms. Jones.
I would just say that "ST" should know that education comes in many forms.

First and foremost, Colleen Jones was raised in Tracy, CA. Attended St. Bernard's Catholic school, Monte Vista Middle School and Tracy High. Colleen's grandfather recently passed away and that is what prompted her to move out of town to stay with her grandmother for a short time. Therefore, she is eligible and derserving of the program. Knowing Colleen personally and with an unbiased opinion, I know Colleen works very hard for everything that she has and is probably the most generous person I know. Colleen did attend cosmetology school after high school not because it was the easy way out, but because God had given her a talent in that industry at an early age.
For those of you that are interested in programs such as the one Colleen found, I suggest you quit wasting your time complaining and start utilizing the skills that you learned in "College" and do some research of your own.

To Ms. Jones friends: I did not make mention that she didn't work hard or that anyone who earns a living working for someone else does not work hard. It is just that so much is made of affordable housing these days, I'm sick of listening to the excuses that are made on why they are not being built.

I tried last year to bring the topic up at a council meeting, and was criticized for trying to design a solution to the problem. Dale Cose said it was a wasted effort by me to try to do a program. The solution I had was part of the federal law requireing a percentage of homes built to be affordable.

Even the Mayor Pro tem gave a figure of 8.5 percent of the new homes built had to meet the requirements. To continue to give ideas to the people of Tracy and not be heard for what you do, is insane.

Congratulations to Coleen. I am a single mother of 1 and I rent a duplex in Tracy. I moved to Tracy from the Bay in 2004 I have grown accustomed to the city and find it quite pleasant. I will say that so many people maybe the "OLD TIMERS" have a problem with people moving to Tracy from the Bay Area alone. I bet majority of the tracy population today is made up of all people from the Bay Area lets keep it real. I commute 100 miles a day becuase my pay for Alameda County is thatmuch greater. I couldn't buy a home in Tracy and work in SJC. I would apply for a loan whereever I qualified becuase my family deserves a home just like Colleens and yours do. I am going to apply as well. Because I always made to little or too much but I am just under the guideline. You go girl...I will bring you a plant as well. If I could afford a home in the Bay Area well then hate the fact I feel home is where the heart is I would move back in a flash. I just had a friend move into the Elisegray neighborhood. I would not want to live over there with all them foreigners 3 families in one home loan or not.

my name is Tom and I have a solution for every problem in Tracy. Elect me mayor and I will fix everything. Apartments will replace every house. That way we can have more housing for people. I will make sure no-one from Tracy is involved in the war on terror. We dont need to support it because I dont care about the rest of the country. Anyone who doesn't have a job I think is legit, will be forced out of town. we dont need your kind here. I ran once before and the city did not support me. Why the fuss over one home? I have reread the article and it says that this started in 2004. Now if Colleen Jones was doing her homework and she qualified for the loan and she was a resident growing up in Tracy, she has a right to apply. I don't think a perfectly good home should be torn down! She has a lot of work to do on the inside before she even moves in as the channel 10 news story reported. It looks as tho some of my comments have been deleted, I have no idea why, but I do welcome you Colleen Jone to Tracy. You have a lot of work to do and it looks like you are up for the challenge and the adventure. Have fun!

Kind of you to speak for me but I’ll take over. Yes, there are regs regarding affordable housing and you can help everyone by trying to grasp those requirements. Begin by reading up government code starting with section 65913 under “state” law, not federal.

I know for a fact that colleen grew up in Tracy and went to school in Tracy. So for those of you who say she is an out of towner and shouldn't qualify for this assistance, I would like to know what it takes in your eyes. I grew up in Tracy and Live out of state now and I wish my city would give us assistance like this. I am proud of colleen and I know she will make a great improvement to that neighborhood. Congrats to you Colleen. Love your sister in Baton Rouge.

Yes, she was given an advantage with a low interest loan, but rest assured that "your taxes dollars" were not just given away. We should all know by now, that no one gets something for nothing. Colleen only received a little financial boost. I commend Colleen and I hope that she restores the house to its former glory. There are many cute and grand houses downtown that just need a little TLC. I would like for our downtown to resemble downtown Alameda, where the businesses and vintage houses are in pristine condition. Our downtown is starting to look great and I think that the houses should follow the trend. Anyway, congrats Colleen and good luck! smilies/smiley.gif

As usual, you are at it again Tom. I was trying so hard not to say anything to you, but I'm jumping in on the band wagon. I think you like to put comments on here just to see your name. You never make sense. And you never have your facts straight!

This is a very good thing for Tracy to have this young lady,(well she's a little younger then me) be able to take a house that no one else wanted and fix it up. It is the right time. It is not clear what you are getting at except to tear it down and put up apartments or something. Why would you want a modern looking home built in this older part of town, it is a nice little bungalow. It has been 3 years to finally find a qualified buyer and a home at the same time. Very difficult I suspect.

I hope Ellen Gripp finds many, many more deserving people that can't wait to get in on this.

I do not live in Tracy but was born there. With as mean as some of you people are I'm surprised anyone would want to move there. I'm glad to see STRONG, SINGLE women out there getting a chance to succeed on there own. It's about time that someone came forward and let others know that there are programs out there to help with this uncontrollable housing market. I rented for years and all that does it throw money out the door. There keeps being talk that an apartment complex should go there or cluster housing. Who's to say that it doesn't become low income housing owned by a slum lord who doesn't take pride in what they have and instead of helping downtown look better it plummets it to the HOOD! We need more people in neighborhoods with a since of ownership so our neighborhood do not end up a slum or hood. Colleen, I wish you all the luck in the world and will defiantly be sending you something to help with your home. Also, please do not listen to all the negative comments made on this page. Some people in this world are just mean and nasty and put others down to make themselves feel better. Don't take it personally, we should all feel sorry for them and

This is a strange board when people can say horrible things about someone who appears to be a nice person moving into a part of the city that obviously needs a change. I for one am very happy to see that the city is doing something about it.

Thanks Jack for the effort, I guess many of you folks don't get it. I'm just a citizen of Tracy who just ran for office and was a target of criticism, because I ran against the boy. The issue of special interest and local government, angered me to run for office. The same government you are supposed to support helped put me out of business. It was not about business choices as some remarked.

I then found that it was more about State and Federal laws that controlled the mess. I then ran for State Assembly and was denied an endorsement by the Boy and then preceded to run against him. I did what the boy said he wanted to do. I tried to get elected to make change for me, my family, my friends and for the town I live in. Now why is that so bad?
Think about what those few have written about me before you criticize me, it nears the point of slander in a court room. I did not start the topics I just responded to them. Read on Jack thanks again.

Well, I went back and re-read the posts and I wouldn't say that any one of those posters has slandered you or anyone else on this board. That of course is up to you and your lawyer to figure out. I can see that some things were said that were not well-spoken. I also noticed that some of the things that you said probably seemed hurtful to Coleen and other people who may be in a similar situation. Maybe it doesn't seem that way to you, but anyone could tell you that if you were a single mother or in a similar situation you might also be happy to get support from a city like Tracy.

I am also not being slanderous because I don't know you or any of the special interest groups that you alluded to. I am just pointing out that I felt that what you said earlier seems hurtful to some people and as I said that you come across as a bully on this board (to me and apparently to some others). It also seems to me that you are a little off base (sometimes), but that is just my opinion. Take it for what it is worth - really just a post on the local paper's webpage.

Anyway, I am done reading your posts for this weekend. I don't want to argue and bicker about this because I think that the most important issue is that something wonderful just happened in Tracy and I sure wish that you could see that or that I could share the good news with you. However, in light of what was posted I'm not sure that is possible.

Colleen, All the BEST to you and your family! The city of Tracy was RIGHT ON. I wish that they could do more of that for Tracyites. I was really glad to see this article yesterday. I'm happy for you!!!

To the Cose's: I see I won the last round. You have been on the blog for about a total of 4 months. You try to throw stones at me to no avail. You tell everyone your my friend. You write quotes from the bible to make yourself look and sound pure at heart. You make false statements about my political stand.

The time you spent doing that has been wasted, because no one cares. However we now know more about your agenda. Again you lost. I figure you spent an average of one year at about 120 days posting at different times. At about 10 hours per day at $100.00 per hour equals about $120,000 dollars of wasted time on the blog.

Not including your time going to City Council meetings that could be about another $350,000 in "wasted time". Why don't you just give that "wasted time money" to the Interfaith Ministries? It would be a worth while cause.

Next time you need a budget planned, call me. After all I'm a rich Politician, remember what you said?
