Isn't the DTBIA is a non profit? I don't think The Chamber owns the downtown either. They cover business in the entire area of Tracy, CA, not just the downtown. Which taxpayers are not responsible for profits? There's a new restaurant downtown. The Hula Hut - they are renting. Why do you say they are not resonsible? They seem like nice folks to me and they have a great menu. If they own the property it is their responsibility, to keep it up, not the tax payers. If the people shop downtown they have already contributed to the improvement.
