TPD should be making more. If you want to keep good officers Tracy better up their pay or at least match it with surrounding cities PD's. I don't know what the turnover rate is with TPD but you can be sure that after they're off probation they'll look to lateral to an agency that pays more. Bay Area law enforcement salaries start around $65k with a top step around $80k.
