			<description>Actually we can hear the train horns all over Tracy, doesn't matter where you live.

Used to watch them from my back yard when I was a kid. It is safer nowadays that they have to slow down at intersections and blow that horn.

			<description>Airport
The Tracy Municipal Airport is located southeast of the ESP site bordering Corral Hollow Road and Linne Road. As indicated in the Figure 3B.5-3, the southeast portion the ESP site is located
within the 60 CNEL Airport Noise Contour. Residential Low, Residential Medium, Residential High, Park, and Commercial land uses are proposed within the 60 CNEL Airport Noise
Contour. Figure 3B.5-4, Acoustical Impact Zone, depicts the noise impact zones that would require a Focused Acoustical Study to be performed to reduce noise impacts to meet the City’s
interior and exterior noise standards. The City’s General Plan Noise Element allows for an exterior Ldn up to 60 dBA and 65 dBA for residential uses and 70 dBA for commercial land
uses. In addition, the City’s Municipal Code, Noise Ordinance Code, states that the General Sound Level Limits for Residential Districts is 55 dBA and 65 dBA for Commercial Districts. However, the General Plan Noise Element states within Objective N-1.1 Policy 5 and Policy 7 that “All new residential land uses shall maintain a standard of 45 Ldn in building interiors” and that “New residential development affected by noise from railroads or aircraft operations shall
be designated to limit typical maximum instantaneous noise levels to 50 dBA in bed rooms and 55 dBA in other rooms,” respectively. Therefore, to ensure the exterior noise levels of the future
residences do not exceed 55 dBA and the interior noise levels would be less than 50 dBA, Mitigation Measure 3B.1-g would be implemented. Although the recommended mitigation measures require Focused Acoustical Studies for areas within the Acoustical Impact Zones, as
depicted in Figure 3B.5-4, a potentially significant impact could still occur. Therefore, it is anticipated that with further acoustical analyses and implementation of recommended design
features, on-site noise levels would be significant and unavoidable.

About Vallejo, I don't think their city staff salary set according to the size of the city, being the largest city in California, is the only reason they filed for bankruptcy? 

It would be like blaming the bankruptcy on our New City Manager since he is being paid 198,000 a year plus perks...[b]if[/b]it should occur here? 

Time to move out of &quot;Industrial Revolution that requires the feeding of oil&quot; to new era of alternative energy in cars, homes, and power. Sure would produce new generation of jobs. 

Train mechanics to repair hybrid cars, how many are trained for it world wide?

Training field opens teaching career..so many opportunities there.

			<description>Do governments operate the same way that businesses do? Regardless, it is always a good idea not to fall into the Valejo &quot;trap&quot;. Also, I don't think that is greedy of you to want the city to bring revenue. It is a noble pursuit. So, while we are thinking in terms of revenue. Wouldn't a business park could bring more revenue than a sports field?

Look at other cities that have built expensive sports fields. They are probably not making a lot of money from their sports fields. And if Tracy build one then we will be cutting into an already tight &quot;market&quot;. Can we call it a &quot;market&quot;? And with these high gas prices, let's make sure we understand that market, its customers, and the full potential of that market. Regardless of what I think about a sports field, I am glad to see that the city council is having the June meeting, which Amy mentioned two posts ago.

On the other side of the coin, the city could more efficiently, &quot;squeeze&quot; revenue out of a sports field, but only *IF* there is money left to build a sports field. If there is a budget, then Tracy should build it. Otherwise, Tracy may want to consider shifting its focus toward building a business park instead. The ROI would be much better on a business park than a sports field. So it should be considered. A college would be a good idea too. But that's just my opinion.

Also, children can take swimming lessons at West High this summer. Parents should know the current city offerings. Perhaps more awareness would help those interested before the June meeting.

I'm just glad to people are thinking about more revenue in these times.

			<description>I was talking about the location. I don't have a problem with Surland. Since I happen to believe that TRAQC has created an *interesting* situation with Measure A, etc.

I am of the opinion that their solution to what they perceived as rapid growth was to simply create Measures. While measures are good in theory. They are open ended and open to interpretation.

I understand the *claim* is that tried to do this to benefit the city. In other words, I believe their heart may have been in the right place.

However, I (my opinion) believe that the result of TRAQC's actions is what we are seeing. Developers struggling for onesies and twosies. After all, somebody has to do the development? And most will agree with me, that we shouldn't halt development entirely.

Btw, lest I am accuesd -- I am not a developer.

Anyway, continuing, my opinion of TRAQC's methodology is not in high regard. I believe we are reaping the result of their actions (here). And that there is no other option for the council. Growth must *not* be stopped entirely (at all costs).

However, looking at it from a binary (i.e bi-partisan) perspective. That would be the council's only other option. In other words, they are painted into a corner.

Given the current predicament, I would start by asking questions that haven't yet been asked. Was that the original intent of TRAQC?  And I cannot answer the question without simply deducing so. All based on what I have seen unfolding in Tracy.

Question: Is that the way someone wants it??? For what purpose???

Nowadays, nothing can ever get done in this town!

Was it always like that???

When did that change???

Anyway, back to the city project planning. One risk is that the populace could just up and say &quot;backlash&quot;. So to speak. That could be a deal-killer. Of course! However, I don't think this one will have a hard time going through. That's just how I think people will view it. Backlash? Probably not with the park attached. People want something more in these tough times. And that park promises to be just that. I know you have some objections...

Anyway, whether I like it there, or not doesn't matter. I can't stop it from happening.

But I can ask questions when people start saying Garamendi is the answer. And so far they haven't been able to answer why they think Garamendi is really the answer.

It reminds me of the bobblehead doll that I have on my dashboard and I am starting to think she probably isn't the answer. And from your last post. I think we agree on that one.

I have to say that I do disagree on one other point though.

I just talked to a manager from another city, to be nameless, and the consistent theme is that their city also has to collect something from the developers too. It is a &quot;negotiation&quot; process. Give and take. It takes place in the real world. Yes it really happens. Sometimes someone even gets an overpriced fruitcake at Christmas time. Hey, it happens! But, tell me the truth, B-dub, would you really pay over $100.00 dollars for a FRUITCAKE. Ok, maybe if it comes with Brad Pitt attached to it.

The deal is struck and city leaders present the final deal at the council meeting. There are all kind of risks and hurdles that need to be mitigated and dealt with. Transparency they say? (you may not have said it), but I say to them, &quot;give me a break!&quot;

But, my thing is that there are people on here saying all kinda BS. You know! I'm sure we all see that. And I don't believe that you were really born yesterday. But just because they are ticked off about something or another in the community doesn't mean they will change it with one post on the TP blog. And we can all see it. Maybe someday you can explain that one to blinker and Christy. Or not. Totally up to you.

Anyway, it has occurred to me that the city didn't fare so badly as those, certain individuals like to make things look. So when I hear that type of nonsense, I challenge them. And I don't apologize for it. You should too. In fact I may do it again. Please join in when you can, if you can.

Expanding, in particular, I ask questions like why is it that the city of Tracy is better off than other cities. If Ives is being &quot;demonized&quot; by certain individuals who &quot;sound&quot; credible then I would expect the city to be &quot;bankrupt&quot; by now? &quot;Bankrupt&quot; was their own words. Hmmmm.... Recall reading about Valejo?


And what is it that Garamendi has to offer? Anything?
