			<description>There is certainly merit to prioritizing how to make budget cuts.  For instance, insofar as losing these public health programs translates into a massive cost shift to hospitals, that needs to prioritized against things like urban redevelopment investments.

Ultimately, though, I think we need to revisit the tax structure of California to try to rebalance the system to reduce the boom-and-bust cycle.  And hopefully without raising the average tax load! - Mark Davis</description>

			<description>I guess it's time for such clinics to develop some good old fashion fundraisers like churches, civic clubs, and private charities have always had to do. Everyone has a reason why their program ought not to be cut, but someone elses should.
