Your statement is incorrect. This whole idea stemmed form the early V-twin motorcycles that were air cooled. The idea and design was such that the bike, instead of using a radiator and fan design with coolant, utilized air fins which required the bike to be constantly moving. Hence the need for such a measure allowing the bikes to move in traffic conditions. That being said most of the motorcycles that you see "splitting lanes" don't have the need to do it because their coolant systems are designed like a cars and use a fan and radiator design. it's on of those non-specific laws that has remained and in all fairness really cut down on congestion. I ride as well and to be honest most drivers in the #'s 1 and 2 lanes are use to looking for bikes. Anyways hope this helps.
